Firstly, I tried just downloading the.dll (32 or 64-bit) in question and then copy and pasting it to the appropriate folder, along with the entire exe file. This won't quite fix the problem, but you could get a much better fix by just viewing the error message and searching for the exact same error message on Google or StackOverflow. In my case, this worked well and I did not have to figure out which folders the needed files were installed in, but then I found that Windows' error message all started before that line. And as such, I had to do a bit of wrangling to just get the error message produced by the application.
I was getting this error and subsequently problem, and even requested assistance on the official bug tracker from Visual Studio Tools for Microsoft Visual Studio 2008. But after investigating the folder individually and looking for a missing reference or anything of the sort, I reached a dead end.
